This is quite an easy clue to decipher. The “Let the first Pokemon” part clearly points towards your first Pokemon. This is the first Pokemon in your party, the one at the very top of the list. You can easily switch them around in the menu. That bit is easy enough, now the “Never-changing stone”.
Experienced Pokemon players will immediately recognize the item it’s referring to but for the rest of us, there’s a lot of items in the world of Pokemon. The item you are looking for is called the Everstone. Go into your party and select a Pokemon and then select Held Item. Go into the “Other Items” tab and then press X to Sort. Sort by Name. You should easily be able to find your Everstone. I had about 20 at this point so they are quite common throughout the game.
Give the Everstone to a Pokemon and then make sure they are in the top slot of your party. Head inside, don’t forget to save first, and then catch a Regirock.
